Staff Restriction Doesn't Work for PC contracts when user logs in from branches other than base branch (Doc ID 2601137.1)

On : 12.4.0.6.0 version, Production Support-SET

ACTUAL BEHAVIOR
---------------
Users who are defined as STAFF on Flexcube and are define as RESTRICTED and maintained all maintenance as per KM doc 2601135.1, can still input PC contracts for own customer account when logged in from any branch other than user branch.

EXPECTED BEHAVIOR
-----------------------
Staff account restriction should be based on the customer account branch instead of global.current_branch.
 
STEPS
-----------------------
1. Launch STDBNKPM Screen. Query for the bank code. Go to preferences tab and check the staff customer restriction checkbox.
2.Launch STDCIF Screen. Create the customer with the staff restriction enabled.
3.Launch SMDUSRDF. Attach that customer to the user with staff restriction enabled.
4.Launch STDCUSAC Screen.Create account for that customer.
5.Login with staff user. Launch PCDTRONL Screen. Create a PC contract for the staff customer account.
