Taxonomy REST Getting Failed When Locale=en In Alerts (Doc ID 2603024.1)

Symptoms

When attempting to create corporate user,
the following error occurs.

ERROR

System can not process this request. Please try later.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in into application as admin user
2. Go to user management --> create user

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, taxonomy REST getting failed when locale=en, in alerts.

Changes

Taxonomy REST is working fine when locale is ar and failing when locale is en, as error code and description for locale en was not maintained in database.
