ACTUAL BEHAVIOR

In CODSCHME screen- System not allowing User to modify an existing Scheme

EXPECTED BEHAVIOR

In CODSCHME screen- System should allow User to modify an existing Scheme

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Launch CODSCHME screen
2. Try Modifying the existing scheme
3. The system is not allowing to modify existing scheme after scheme creation when application date is greater than scheme opening date.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot able to modify existing scheme and proceed with the update.
