ACTUAL BEHAVIOR

Special char for FCUBSAccService WS

 FCUBSAccService WS Response sent with tag values with character name  amp instead of &.


EXPECTED BEHAVIOR
-----------------------
Response should be sent with special character instead of the replaced phrases.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. do query for account with special characters in account description.
