12.3.0.10.0 Patchset Issue LOCH screen is not working and LOV is not populating (Doc ID 2607099.1)

Symptoms

ACTUAL BEHAVIOR
---------------
In LOCH Screen, the LOV lists for "From Account Number" & "To Account Number" are not getting populated.

EXPECTED BEHAVIOR
-----------------------
In LOCH Screen, the LOV lists for "From Account Number" & "To Account Number" should be populated.


STEPS
-----------------------
The issue can be reproduced with the following steps:
1.Login to Flexcube application with valid credentials

2. Navigate to LOCH screen

3.  Click on the LOV pop-up button.


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot perform the In House Cheque Deposit transactions.
