Application Shows "Access Denied" Error To Retail User In Transfers Money Transactions Even Though Role Transaction Mapping Is Maintained (Doc ID 2607532.1)

Symptoms

When doing the transfer money transaction through retail user, application shows error like "Access denied".
This issue is observed for all retail users. Role Transactions mapping is maintained.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in through the retail user
2. Go to payments--> "Transfer money"
3. System throws "Access Denied " error on screen

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot do the transfer money transaction
