Deletion of Loan payment from screen CIDPYMNT fails with error CL-COL-009 (Doc ID 2607596.1)

When attempting to delete payment saved on a loan account
the following error occurs.

ERROR
-----------------------
CL-COL-009 Customer Id $1 should have Liability

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Perform payment on a CL account for a CIF attached to a liability
2. Before authorization , try to delete the payment
3. Check if the deletion is successful

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot delete the unauthorized payment, due to which the transaction is appearing in pending queue, EOD Cannot be commenced unless it is cleared
