Symptoms
On : 11.0 version, Production Support-SET
Outgoing Payments are in Process exception with "Limits call failed" Error.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit a EOD (PC BATCH)
2. Make sure ELCM application is down in Application servre.
3. Check the PC contracts after EOD.
BUSINESS IMPACT

Payments processing will be delayed.
