ACTUAL BEHAVIOR

User is able to perform carry forward from sanction queue.

EXPECTED BEHAVIOR
-----------------------
User should not be allowed to perform carry forward when the payment is pending with a third party system

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Inject a XBorder outgoing payment from a external system
2) It will go for third party system for scanning
3) User is able to perform carry forward from sanction queue


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users were able to perform carry forward from sanction queue.

Changes

 Program changes added to do the validation in code for queue code 'SC' and Current Status 'P' so that if user do carry forward action on the transaction pending in SC queue system will throw error.
