In SMDPARAM function, after maintaining Cumulative and Successive log parameter values, upon entering the wrong password post reaching the Cumulative value set,
For each and every wrong password entered the system is locking the USER-ID without considering the Successive value set.

Even after Cumulative set value is reached, system should consider Successive value to lock the USER-ID for the wrong password entry and should not lock for each and every wrong password login try.

The issue can be reproduced at will with the following steps:
1. In SMS Parameter Screen(SMDPARAM), Maintain the Cumulative and Successive values. For example: 10 for Cumulative and 4 for Successive.
2. Try to login with wrong password for a USER-ID.
3. At the 4th and 8th attempt, USER-ID will be locked when the Successive value is reached. Enable the USER-ID again.
4. At the 10th attempt, user will be locked as Cumulative value will be reached.
5. Enable the USER-ID again and try to login with wrong password.

In the SMDUSRDF Screen, Cumulative value condition fails as the value crosses the value maintained in the Parameter Screen(Ex. >10).
and also successive value condition fails as the user is getting locked after every failed login.
