Transaction Is Not Moving To ECA Queue On Next Day [PADOTONL] (Doc ID 2609360.1)

Issue is under analysis.

ACTUAL BEHAVIOR
---------------
Transaction is getting liquidated before moving to ECA Queue.

EXPECTED BEHAVIOR
-----------------------
Transaction should move to ECA queue on next day as well before getting liquidated.

STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Create an outgoing transaction (ACH transaction in debugs). PADOTONL
2. Approve the transaction from Sanction queue and check the transaction status
3. Approve the transaction from ECA queue post Network Cutoff time
4. Carry forward the transaction from Network queue. Transaction should move to warehouse queue
5. Change the Date to Day-2 and check the transaction status
6. Approve the transaction from Sanction queue.
