ACTUAL BEHAVIOR

Repair Reason is nullified while processing MT700 due to Re-processing
EXPECTED BEHAVIOR
-----------------------
System should not update the message repair reason when there is not repair reason .
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upload MT700 message
2. Message has gone in repair Processed Status with valid repair reason.
3. System has re-picked the message in next poll for R ( Processed_status) and system failed to retrieve the message internally and and replaced the existing repair reason as blank.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot process the MT700 messages.
