CS 807 - customer primary name column is always empty

In Customer Screening cases the Customer Primary Name column is always empty in the User Interface.
From the UI logs we can see that this field is populated from FCC_CUSTOMER_NAME_EVNT , FCC_CUST_EVNT tables, but the first table is blank at our customer.
How does this table get populated please?
