Symptoms
ACTUAL BEHAVIOR

Incoming CNAPS accounting entries is not correct
EXPECTED BEHAVIOR

system should debit from nostro(network account) for the event DRLQ.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.In PHDITONL, we manual input an incoming CNAPS txn and check the accounting entry for the DRLQ event
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot get the correct accounting entries for the DRLQ event.
