ACTUAL BEHAVIOR

OBPM Incoming Fedwire - reference no generation is using App server date not host time


EXPECTED BEHAVIOR
-----------------------
System should generate Txn ref no using host time.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.When receiving fedwire message, system is using app server time not host time.
  E.g today app machine time is 18-Sept-2019 10:30 AM Taiwan time.
  Host is US and host time should be 17-Sept-2019 10:30 PM.
2. When generating txn ref no, system is generating number starting with "19261" which is derive from 18 Sept 2019.
3. Then this txn ref no was used for populating txn_arch_dt in pwtb_fedwire_msg_in.This cause difference with actual host date.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot make fedwire payments.
