Symptoms

ACTUAL BEHAVIOR
---------------
User cannot initiate P2P transfer to a mobile number having less than 10 digits.

EXPECTED BEHAVIOR
-----------------------
User should be able to initiate P2P transfer to a mobile number having 8,9 or 10 digits.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as retail user.
2. Click Transfer Money.
3. Click new payee.
4. Input 8 or 9 digit mobile number in Mobile/Email.
