Amount Block Not Closed After Cash Collateral Closure (Doc ID 2612196.1)

Symptoms

On : 12.3 version, Production Support-SET

ACTUAL BEHAVIOR
---------------
Cash collateral is closed but related amount block is still open.

EXPECTED BEHAVIOR
-----------------------
Amount block should also get closed when cash collateral is closed.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Flexcube.
2. Fully liquidate the loan using CLDPYMNT.
3. Close facility using GEDFACLT.
4. Close pool using GEDMPOOL.
5. Close Collateral using GEDCOLLT.
5. Verify amount block on the account CADMBLK.
6. Amount block is still open.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, wrong amount block present on customer account.
