Login OTP Verification Screen Not Showing Any Alert/Warning If User Exhausted All Attempts (Doc ID 2612367.1)

Symptoms

ACTUAL BEHAVIOR
---------------
user not receiving any alert when exhausted all OTP attempt

EXPECTED BEHAVIOR
-----------------------
Expected is user should receive the message on the 5th Submit click after entering correct OTP since the user transaction is already locked.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1- resend verification code (2 times)
2- enter wrong OTP (4 times)
3- on the 4th time, we have received an error: "Authentication failed. Locking user transactions".
4- user tried another time, and receives another error: " transaction locked for user. Failure of two factor authentication"
5- user entered the last correct OTP sent, and the page went Idle.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot enter the correct OTP again
