In Inbound Cancellation screen, error message is inconsistent for Book Transfers [PBDTRNCL] (Doc ID 2614218.1)

Symptoms

ACTUAL BEHAVIOR
---------------
For cancelled transaction, system mentioned "Transaction is already cancelled" but for 'Seized/processed' transaction, system says Transaction status is in Cancelled / Seized / Processed status

EXPECTED BEHAVIOR
-----------------------
System should have either individual status error messages for each transaction status

STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Go to PBSOVIEW screen
2. Select transaction with transaction status as Cancel or Seized or Processed
3. Click on cancel request .Enter mandatory fields and click on save and authorize
4. Check the error message in PBDTRNCL screen

BUSINESS IMPACT

Due to this issue, users are not able to find out the exact reason for getting error message while cancelling the book transfer transaction in PBDTRNCL screen
