Symptoms

On : 11.6 version, Production Support-SET

During Amendment of BG System is throwing Duplicate Records in Advice Details

Duplicate records in Advice Details for Contract Reference Number is obtained, when trying to modify the contract
When user is creating a new BG contract, where BISS and CLIQ event get triggered together, PAYMENT_MESSAGE Advice gets generated twice and hence during modification system throws error.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a BG Contract
2. Save and authorize the contract. Check if BISS and CLIQ both have triggered.
3. Now modify the contract.

The issue has the following business impact:
Due to this issue, users cannot modify BG contract
