Able to close a Nostro account with active settlement

The issue can be reproduced at will with the following steps:
1. Create a Nostro account (STDCUSAC)
2. Create a Settlement Instruction (ISDINSTN)
3. Close the Nostro created in Step 1.
4. System allows to close a Nostro account with active settlement.
