Symptoms

ACTUAL BEHAVIOR
---------------
A securities deal cannot be liquidated , Money Settlement is completed, but Delivery settlement event DSTL failed during EOD

EXPECTED BEHAVIOR
-----------------------
Bank wants to liquidate the deal since the settlement date is crossed


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users find inconsistency in position entries due to the deal not settled properly
