Missing Roles while creating retail users

Roles while creating retail users should be present in the drop down for role selection

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in as admin
2. Go to User Management Screen
3. Create user
4. Select User Type as Retail
