Symptoms

In initiating outward guarantee , guarantee advice field should not be mandatory

Select at least one condition to proceed

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to initiate outward guarantee screen
2. fill all the details except the guarantee advice
3. click submit
