FCIS - While Enabling The Locked SMS User By Admin, The Force Pass-word Should Set As 1. (Doc ID 2618665.1)

Symptoms

On : 12.4.0.0.0 version, Implementation Support

ACTUAL BEHAVIOR:
When the application credential USER ID is locked due to wrong pass-word after reaching Successive log-in counter, while enabling this USER ID by Application Admin, System is not setting the force pass-word to True. Also, Cumulative log-in and Successive log-in counters are not getting reset to zero.

EXPECTED BEHAVIOR:
When the application credential USER ID is locked due to wrong pass-word after reaching Successive log-in counter, while enabling this USER ID by Application Admin, System should also set the force pass-word to True and also reset the Cumulative and Successive log-in counter to zero.

STEPS TO REPRODUCE:
The issue can be reproduced at will with the following steps:
1. Lock a user id with N number of tries with wrong pass-word (As per Successive Log-in Counter).
2. Log-in as Admin and Enable the locked user.
3. Try to log-in withe enabled user id. System is allowing to enter without forcing for new pass-word change.
