ACTUAL BEHAVIOR

Unable to create a new admin users list and view an existing admin users list

EXPECTED BEHAVIOR
-----------------------
The list should be available under User List for Administrator 

STEPS
--------------
The issue can be reproduced at will with the following steps:
1. Login to FCDB F001 Admin schema
2. Navigate to Mandates, provide appropriate inputs.
3. Click Submit
