TF LC Contract AMEND Cannot Be Saved. (Doc ID 2620743.1)

Symptoms

On : 12.4.0.0.0 version, Production Support-SET

ACTUAL BEHAVIOR
---------------
 LC contract AMEND cannot be saved.

EXPECTED BEHAVIOR
-----------------------
 LC contract AMEND should be saved.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a LC contract with attaching the facility.
2. Change the expiry date of the facility current so that, after EOD facility will get expire.
3. Create new facility under the same liability with maturity date in future.
4. Modify the LC contract and try to change the linkage reference with new facility.
5. During Save system throw the error .. Attached the debug for reference.
