Cannot Reject An Outgoing Payment In TR Queue (Doc ID 2621061.1)

ACTUAL BEHAVIOR
---------------
An uploaded outgoing payment was sent to TR queue, because the cpty bank code did not exist in pctb_bank_param. When trying to reject the transaction the system gave an error - Failed to process contract.

EXPECTED BEHAVIOR
-----------------------
System should not throw any error and should be able to Reject the transaction.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upload a PAIN001 file with one transaction, where the counterparty BIC does not exist in pctm_bank_param.
2. Reject this transaction from TR queue.
