ACTUAL BEHAVIOR
---------------
Cover through Target2 suppress Cov and MT103 is not processed

EXPECTED BEHAVIOR
-----------------------
The expectation is to process the MT103 with the Target2 Nostro account as the Cover has been received through Target2 network.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. The Bank have uploaded an MT103 message from a non correspondent. The system has properly put the MT103 message in Pending Cover Status.
2. When the Cover was uploaded (Cover is received through Target2 network) the system suppressed the Cover, but has not processed the MT103.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users are not able to process the MT103 message
