Symptoms

ACTUAL BEHAVIOR

File identifier ACCESS CHECK FOR AUTHORIZER is not available 

EXPECTED BEHAVIOR
-----------------------
if File file identifier is not mapped to user, he should not be able to authorize the bulk file upload

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Create Rule with Maker checker for File upload transaction.
2) Map file identifier only to Maker user
3) Login with Corporate maker & initiate File upload.
4) Login with Corporate checker & In Pending transaction queue you can see the Initiated Transaction & even he can approve the same.



Changes

 No change in the application .
