When a loan is linked to bill, then the same loan is not able to link to another bill, even though balance is available.

BC-LON013 - Loan account is already linked to a bill

STEPS:

The issue can be reproduced at will with the following steps:

1. Launch BCDTRONL and fetch a bill

2. Link the bill to a loan account for which another bill is attached

3. System throws error message BC-LON013 - Loan account is already linked to a bill
