JSON- Incoming If Sent For FED- Receiver Is ABA And Tag 4100 As A Different BIC Failing For Receiver (Doc ID 2622742.1)

Symptoms

On : 14.3.0.0.0 version, Implementation Support

SON request being sent for outgoing CTR with Tag 4100 as BIC code which is not a US FED member and receiver as a proper ABA in the request.
System is trying to derive the receiver from tag 4100 and failing with MAND-01 error as there is no mapping for this BIC in the FED directory.

The issue can be reproduced at will with the following steps:
1. Send JSON request for outgoing CTR with Tag 4100 as BIC code
2. The request should not be a US FED member and receiver as a proper ABA in the request.
3. there is no mapping for this BIC in the FED directory
4. System is trying to derive the recevier from tag 4100 and failing with MAND-01 error
