Duplicate MSGID Transactions Are Posting On Third Trial (Doc ID 2625441.1)

Symptoms

ACTUAL BEHAVIOR
---------------
User are getting a Duplicate error message if they try to post a transaction with already used msgid. But if we try the third time with same msgID the transactions posts successfully.

EXPECTED BEHAVIOR
-----------------------
System should not post the duplicate transaction

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Send request1 , provide wrong data or invalid data system would fail and
mark to F.
2. Now correct the same request1 and send back system should revert back with
proper response.
3. Again send request1 , system should reply with duplicate request error.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users  post a transaction with existing successful msg id
