ACTUAL BEHAVIOR

FEDWIRE Incoming message is going into repair queue for Beneficiary Name mismatch.
EXPECTED BEHAVIOR
-----------------------
Beneficiary name matching should be skipped for identifier B.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upload FEDWIRE Incoming Message
2. Add tag 4200 as BIC code
3. Getting beneficiary name mismatch error.

The issue has the following business impact:
Due to this issue, users cannot process incoming FED message with beneficiary as B.
