Content Length Validation Does Not Work in Compose Mail Where Users Can Enter More Than 1000 Character (Doc ID 2626319.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Compose Mail feature for retail user has a section showing maximum number of characters that the user can write in secured mail. Out of the box, this number is 1000. However it is observed that system does allow the user to enter more than 1000 characters.

EXPECTED BEHAVIOR
-----------------------
System should not allow the user to enter more than 1000 characters.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. As a retail user navigate to "Compose Mail"
2. Observe that there is section below mail text-area showing "1000 Characters Left". This text will change if user clicks outside of the text area. The changed text will tell the user, how many number of characters left.
3. User keep typing and and the number of characters exceed the 1000 character limit.
4. Observe that system is not throwing any validation error and allowing the user to enter text of more than 1000 character length.
