Symptoms

When bank sends request of Account opening through web service, System fails to generate the account number and gives below error in the response

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Send a request to create new customer account using operation CreateCustAcc through web service.
2. Check if account creation is successful

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot create accounts through webservice
