Securities Exception Report (SERXCPT) is displaying incorrect value on the Message field

EXPECTED BEHAVIOR

Securities Exception Report (SERXCPT) is displaying correct value on the Message field

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1: Navigate to Fast Path: SERXCPT
2: Enter From date (01Jul19) and To date (Till date)
3: Click OK to generate the report
4: Report should be generated
5. check the Message field
6. It's giving incorrect value "Account $1 Frozen"

Due to this issue, users cannot get the correct value populated on the Message field in Securities Exception Report (SERXCPT).
