Symptoms

On : 12.3 version, Production Support-SET

ACTUAL BEHAVIOR
---------------
Incorrect Effective Date can be set on IC Special Conditions Maintenance screen

Effective Date must be greater or equal to Account Open Date but in production users are able to insert Effective Date less than Account Open Date in STDCUSAC - IC Special Conditions Maintenance screen.

EXPECTED BEHAVIOR
-----------------------
System should not allow the user to save/auth the account in STDCUSAC if the effective_date is less than the account opening date for IC special condition.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open new account with IC special conditions in STDCUSAC
2. Under Interest - IC Special conditions - Add Product and add effective date less than the account opening date.
3. click on UDE Default.
4. Save and Auth the Account.
5. Account is successfully authorized.
