ACTUAL BEHAVIOR
---------------
After saving MT101 inbound agreement in PXD101IM with null values in fields Cutoff Hour & Cutoff Minute, values are getting defaulted to ZERO in these fields because of which the transactions are moving to Future Queue



STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Launch PXD101IM screen
2. Enter all values except cutoff hour & minute
3. On save the values are getting defaulted to '0'

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users were not able to create the transaction on today's date as it moved to future value queue.
