While Creating Biller Category upon Uploading JPEG Image File User gets Error "System can not process the request"

When admin user is trying to save the uploaded image while adding biller category then it throws error "System can not process the request."
This issue is coming while user is trying to upload the jpg file.
System can not process the request
The issue can be reproduced at will with the following steps:
1.Login with admin user go to payments
2. Go to Biller Category Maintenance and click on "Add Category" button
3. Click on "Upload" hyperlink and select one jpg image file
4. Then fill the category name name and click on save button
5. Then it throws "System can not process the request"
