FT contracts upload from external system fails with FT-UPCE0092 (Doc ID 2636034.1)

Symptoms

When Bank upload FT contracts into FLEXCUBE from external system, with length of BY_ORDER_OF2 field is 8 or 11 system,
the following error occurs.

ERROR
-----------------------
FT-UPCE0092 - The information in "BY_ORDER_OF" field of Funds Transfer Upload Contract does not conform to SWIFT Message format.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. upload a FT contract into Flexcube from external system, with length of BY_ORDER_OF2 field is 8 or 11 system,

The issue has the following business impact:
Due to this issue, users upload the FT contract from external system, with length of BY_ORDER_OF2 field is 8 or 11 system.
