When admin user tries to create a new limit package, application throws below error:

System cannot process request currently.Please try after some time.

The issue can be reproduced at will with the following steps:
1. Login via admin user.
2. Go to  create limit packages in limit definition
3. Enter the required limits for transactions & click on confirm button.
