Symptoms
When attempting to authorize 'lockuser' transaction from admin checker
the following error occurs.
ERROR
-----------------------
An error displayed as "Maintenance rejected".
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login into an application with superadmin user.
2. Create users as maker and checker admin.
3. Create one corporate user, assign a user-level limit.
4. Login into an application with adminmaker.
5. Lock the user created in step (3).
6. Login into an application with admin checker
7. Try to authorize lock user transactions.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, the admin checker user cannot authorize the lock user transaction.
