Error "Invalid Mobile Number" Observed while Creating Users Due to Restriction in Number of Digits of Mobile Number (Doc ID 2639696.1)

Symptoms

When attempting to create a user with mobile number of 8 digits and country code of 2 digits,
the following error occurs.

ERROR

Invalid mobile number


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login into OBDX Application as a Admin User
2. Try creating user with Mobile Number as 10 digits (including country code) as in case of some countries
3. Error "Invalid mobile number" is received.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, Admin Users cannot create users having mobile number of 10 digits (including country code).
