Admin is Unable to set Limit-Check in System Rules (Doc ID 2639991.1)

Symptoms

When attempting to set Limits Check-in System Rules by Admin,
the following error occurs.

ERROR

Ensure to define a limit package for consolidated touchpoints under each entity.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login into an application with admin user
2. Navigate to system rules
3. Enable the Limit check and try to save the changes then it throws an error.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, admin users cannot maintain the system rules.

Changes

 There are no changes in the environment,product,account and hardware that trigger the problem.
