User Is Not Able To Override Repeated Characters In Account From EU Payer Queue (Doc ID 2641517.1)

When attempting to repair the txn from EU payer queue
the following error occurs.

PQ-QR-01 : Failed to fetch queue details

The issue can be reproduced at will with the following steps:
1) Create a XBorder payment such that tag 59 has /AT651100000000000123 which contains repeated characters more than 9 as maintained in EU payer preferences.
2) The payment will move into EU payer queue.
3) User tries to repair the txn from EU payer queue by override the changes as tag 59 has correct account value.
4) System throws error stating Unable to Fetch queue details.

The issue has the following business impact:
Due to this issue, users cannot perform repair for EU payer queue.
