On : 12.0.3 version, Production Support-SET

ACTUAL BEHAVIOR
---------------
System allowed to close GL when maintained as pnl gl in reval setup

EXPECTED BEHAVIOR
-----------------------
User's expectation is system should not allow to close a GL when it is maintained

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Create a GL and maintain the GL as profit & loss GL in revaluation setup.
2. Try to close the GL.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users is able to close the GL.
