RejectPCContract Webservice doesn't Show Error Codes (Doc ID 2644630.1)

When a Payment and collection contract is rejected (RejectPCContract webservice request), If the request is sent for an account with debit balance,

the response shows as failure but it doesn't show the actual error on why it failed in the response.

Actual error PC-ACC008

The issue can be reproduced at will with the following steps:
1. Reject a PC contract using webservice
2. Check if the response received has valid error in case of failure.

The issue has the following business impact:
Due to this issue, users does not know the exact failure reason in case reject of PC contract fails which is initiated thru webservice.
