On : 3.4 version, Production Support-SET

When attempting to liquidate the bill which is fully liquidated.
the following error occurs.

SM-00031 - This form STVWCHAN is not available

The issue can be reproduced at will with the following steps:
1. Need to take a bill contract which is already fully liquidated.
2. Ensure accounting entries is not passed.
3. Ensure there is a mismatch in the log and transaction tables.
4. Try to liquidate the bill again.

The issue has the following business impact:
Due to this issue,
1. User will not be able to liquidate and settle the customer account.
