Rules Management for a Party Throws System Encountered Error (Doc ID 2645624.1)

When attempting to create rules management for a party
the following error occurs.

System cannot process the request currently, please try later

The issue can be reproduced at will with the following steps:
1. Login with Admin user
2. In toggle menu goto Approvals > Rules Management
3. Click on Create button for a party
4. Rules create page will appear for that party along with system encountered error.
